The dowel is fairly close to the center of the crank so it may not make a "huge" difference but it is easily measurable. The collet puller type might work, I forgot about that option. Another way would be to drill and tap the dowel with a 1/4-20, 10-24, or 12-24 thread. Then fix up a slide hammer to screw into the pin and hit it out.
