WebGenerally when you open rune chests, you get 10% of tier 4 from them. When you dismiss a general you get a certain amount back based on cultivation and runes used. Currently, for example, I have Scorpio fully cultivated and specialized, if I dismissed him, I would get 15k runes back. Overall I have used around 50k runes on him.
