For four 1st level PCs, a medium difficulty encounter is 200 xp. That's one CR1 monster or 4 CR1/8s. Two CR1/2s gets a pair multiplier of 1.5 to make 300, a hard encounter. Four CR1/4s is 400, a deadly encounter.
