WebYou can access the eForm 4 and fill it all out except for the Transferor section... but then you just hit a wall. You’d think they would have anticipated that and not even made Form 4 available for non-FFL linked accounts. But there in again, it’s the federal government. It took 7 years to get Form 4 back online lol.
